Inferring
When looking at this picture, the first thing my eye is drawn to the police man. It is the focus of this picture, showing that the Chinese law and their law enforcement is rising to power. The picture is taken looking up at the police man, which tells us that the Chinese is starting to become one of the most powerful nations in the world, and that they should be looked up to and respected. You can see the light and smoke coming out of the building, rising into the dark sky behind the person. This tells me that China is lighting up the world, and possibly coming out of a dark period of time for them.
